MANILA – The Asian Development Bank (ADB) appointed Andrew Jeffries as the new Country Director for the Philippines.
In a statement Monday, the ADB said Jeffries would lead its operations in the Philippines and would oversee the implementation of the bank's Country Partnership Strategy 2024–2029.
He will manage ADB's relationships with the government, private sector, and development partners.
Jeffries has more than 34 years of professional experience, including over 18 years with ADB.
Prior to his current appointment, he was Advisor for Energy Transition Mechanism and Partnerships and was tasked to oversee a regionwide energy transition initiative.
Jeffries served as the ADB's Country Director for Vietnam from 2020 to 2023, serving as ADB's representative, and was responsible for all ADB operations in the country.
From 2016 to 2020, he was the Director of the Southeast Asia Energy Division, where he managed the division's investments in energy infrastructure, policy advice, sector reform assistance, and promotion of regional energy cooperation.
He headed ADB's energy sector operations in India from 2013 to 2016, and prior to that, led energy sector infrastructure projects in the South Asia subregion.
Prior to joining the international lender in 2007, Jeffries was Senior Vice President at Fortis Capital Corp. following his position as Vice President in the Global Energy Division of GE Capital's Structured Finance Group in the United States, where he led the execution of structured finance transactions, project financings, and equity and preferred equity investments in energy infrastructure.
Jeffries holds a master's degree in international affairs specializing in international economic policy from Columbia University and a bachelor's degree in economics from Bucknell University in the US.
"I am delighted to be back working in the Philippines, a country which majority of us in ADB call home. The economy is at a critical juncture, with huge infrastructure and social protection investments rolling out and starting to bear fruit," Jeffries said.
"More needs to be done to ensure no one is left behind and risks such as those related to climate are mitigated as the country strives toward upper-middle income status. My immediate priority is to see that ADB does everything we can to help the Philippine government with their development priorities. I am also excited to grow ADB's support to mobilize private capital and expertise as an important part of our overall assistance," he added. (PNA)
