President Rodrigo Duterte said during the Opening Ceremony of the 6TH Mandatory Continuing Legal Education (MCLE) Accredited National Convention of Public Attorneys on September 18 that he ordered the arrest of individuals drinking alcoholic beverages in public places.
“We are a narco-state. My God, you better believe me, maski mga barangay ninyo, magtanong kayo sa tao. We are all lawyers,” he said. “Tignan niyo may maglakad pa ba na – eh ngayon, sabi ko sa pulis: pikapin mo.”
“I do not want anybody standing there, mag-tambay. Kasi ‘yung tambay sa Pilipinas, we talk of contemporary times, what’s happening to the environment now?” he noted.
“You have to confront the guy: ano bang ginagawa niyo dito?” “Kaya sabi ko: ‘pag mag-inuman in public place, arestuhin mo. You’re not supposed to be drinking using the streets and alleys.” “Hulihin mo at ikulong ninyo. Tutal may PAO naman bukas magpa-release, eh ‘di sige,” Duterte said.

“Inaasahan ko naman that kapag walang kasalanan and it’s just a matter of loitering around, but ang mga tao kasi takot eh. Takot na magdaan, lalo na ‘yang… Ang mga biktima nito, hindi ito ‘yung mga elitistang, p***** i***** mga ‘to.
Ito ‘yung mga biktima ‘yung nagtatrabaho, mga salesgirl,” he explained.
